July 4th, 1979:
In America, life is good. The USA’s Vietnamese misadventure was in the rearview, Paul Volcker wasn’t monkeying around with interest rates yet, and the Pirates were halfway to a come-from-behind World Series win. Sticky/sweet mesquite-Bud Heavy-cheap cheeseburger bouquet blanketed everything from Cape Cod to Coronado. No worries.
Half a world away in Jerusalem there was worry, though. A great big fat one:
Terrorism. The international kind.
...OK, maybe more like the idea of international terrorism. The phenomenon it supposedly described, according to something called “JCIT” – a rising tide of USSR-sponsored butchery threatening to swallow the free world whole right this minute – didn’t actually exist. Yet.
Up until that fateful weekend, nobody had heard of a global terror network, let alone a state sponsor of terror, which the Soviet Union apparently was. Because they were fake.
Fake is pretty loaded. So loaded we already hear you wheedling through our dial-up connection:
Hold up, Coxey. Fake like the smile I flash my boss? Or fake like they rounded 999 up to 1000?

International terrorism, state sponsorship of terror, a global Soviet network readying its final onslaught on the West - all bullshit. Faker than a three-dollar bill. The JCIT cabal printing funny money knew, of course. They’d been carefully selected to do just that.
JCIT – AKA the Jerusalem Conference on International Terror – wasn’t a correspondence think-tank. It was a day-and-date event convened from July 2nd-July 6th, 1979 by something called the Jonathan Institute1. Four days of sweaty mythmaking to change the course of history, and they couldn’t even spring for the rebuilt King David Hotel.23 Had to make do with the Jerusalem Hilton.4
Whatever flash J-Hil lacked, JCIT’s attendees made up for. We often suspect they must’ve comped complimentary packs of Depends for the speakers - anyone stepping onstage would have rightfully shit themselves at the 1927 Yankees of Evil hanging on their every word. Peep some of the names and you’ll see why:

A BATTALION OF BASTARDS
Try six hundred-ninety five.
You didn’t misread that - seven hundred deep state apparatchiks rubbed elbows in one rundown conference room. JCIT outdid West Germany in Hitler particles per square meter:11 if they’d ever firebombed the Galilee, excoriated Third World liberation movements in print, or killed a president, they were there. Worse, it was a deep state formation we’d never seen before. Exiled CIA superspies. Isra*li military intelligence. Anglo-French reactionaries chomping at the bit to regain their lost colonies. Every species of evildoer came together in mutual fear of being knocked off their fell perch and cross-pollinated into the seed germ of a USraeli Fourth Reich.12 By the end of day four, they cooked up the fifty-year lie we’re still living under:
State-sponsored terrorism wants to kill us all. It’ll succeed - unless we kill it first.
RUMBLE YOUNG MAN, RUMBLE
Remember Ali-Foreman?
Nowadays the Star of David’s ever-ascendant, but it wasn’t always thus. Right up until JCIT Isra*l was Ali in the early rounds, getting wailed on like chuck roast that needed tenderizing. (This is that period your liberal wine auntie goes absolutely ga-ga about: post-Vietnam, but pre-Morning in America? The US Was Good.)
Goes without saying that’s bullshit. One hundred percent false.
When it comes to Isra*l, though? Mirabile dictu - Auntie Cath’s Bullshit Percentage drops to about eighty-five. She’s fumbling at something real: Carter sporadically rattled Shlomo Vile’s cage throughout his first term13 and planned to tip it over.14
He wasn’t going it alone, and definitely not out of the kindness of his heart.15 The opposite: in 1979 Isra*l kicked its regional holocaust into such high gear three disparate squads had to curtail its murder mandate. And we do mean high gear - Isra*l painted the Galilee red with Palestinian and Lebanese blood from the closing strains of 1978’s “Auld Lang Syne” right up until Begin’s opening speech at JCIT.16
In Isra*l proper, the Gush Emunim settler movement was feeling itself. Likudniks17 rolled out the red carpet after their 1977 upset win. After years on the sidelines, Gush was chomping at the bit to brownshirt.1819 They didn’t have to tell Begin twice:
Today that kind of mass murder is barely a blip on the radar.20 In ‘79 the monkey’s paw hadn’t curled yet. For the next six months, Isra*l got a tiny taste of its own medicine.
CRITICAL SUPPORT FOR THE UN?
No other way to say it:
From February-July 1979 the Carter admin and the UN fuckin’ brought it.
February 4, the White House’s Annual Report on Human Rights accused Isra*l of violating human rights in the Occupied Territories. 2/21 the UN Human Rights Commission charged Isra*l with war crimes and approved a resolution calling for a sovereign state.21 It wasn’t a cheapie, either; sucker passed 20-2.22 To drive the point home, UNHCR made sure to issue its condemnation the same day they accused South Africa and Rhodesia, two countries Isra*l shared a whole lotta NBC TLC with, of mass murder.23
The Ali-Foreman back and forth - Isra*l massacring innocents; PLO fighting back, the UN finally putting its money where its mouth was; repeat ad nauseam - hit fever pitch in July. Moshe Dayan (the Foreign Minister! Ol’ One-Eye himself!) turned coat and opposed Begin’s new settlements in the Occupied Territories the same day nine European foreign ministers attacked the colony in a joint statement.24 The hits just kept on coming. First Carter, then the UN, then Isra*l’s own foreign minister - who would defect next?
US Jews, believe it or not. Two days after the Moshe Dayan-EEC one-two punch, fifty-nine rich Jewish-Americans25 had the chutzpah to tell Begin his settlement policy
...required the expropriation of Arab land unrelated to Israel’s security needs.
The ad hoc pressure campaign torpedoed Isra*l’s default good-guy status. Zion was taking on water fast, and responded in typical fashion. Quoting Paull:
The [Jewish] message had identified the real problem facing the Begin government: pressure for Palestinian self-determination was gaining important support from important voices, voices that could not be ignored.
Unwilling to change its policies, and resisting the pressure of world opinion, the Israeli government launched a propaganda war to avoid confronting the issue of Palestinian self-determination.26
Probably sounds familiar, huh?
Isra*l gets the PR equivalent of a shiner. Apply a little bizarro Hitler logic, and presto change-o: they’re the ones in existential danger, not you.
Makes sense Roger Stone is an Isra*li asset.27 His MO and Isra*l’s are identical. Doing satanic war crimes? Admit nothing. Open a new front. Hell, open four. That’s JCIT, more or less. Threatened with a milquetoast check on their settler hegemony, Isra*l flipped the game board. Easy enough, as it turns out - gather the evilest people alive in a big room and have them tell an even bigger lie.
You already know the 700 Cabal Club succeeded. What’s wild is how quick they pulled it off. Bill Casey didn’t officially steal the 1980 election until a year later,28 but that was just the coup de grâce. JCIT’s pet stenographers started churning out propaganda the day the conference’s doors closed and never stopped.29
That whole year the JCIT-niks blanketed the print media with an analog Astrotuf of editorials and articles and serialized screeds on international terrorism. It worked like a charm - the offensive set new Secretary of State Al Haig30 up perfectly for the slam dunk. We’re sorry to say he shattered the backboard:
The priority of our national security and foreign policy agenda...[is] the conduct of Soviet activity in terms of training, funding and equipping international terrorism.
International terrorism will take the place of human rights in our concern because it is the ultimate of abuse of human rights… the greatest problem to me in the human rights area today is the area of rampant international terrorism on both sides of the Iron Curtain.
...[the Soviets] today are involved in conscious policy, in programs, if you will, which foster, support and expand this activity which is hemorrhaging in many respects throughout the world today.31
Hear that? No more namby-pamby human rights in this house, goddammit. From here on out, it’s international terrorism, and international terrorism only.
Haig’s declaration was the first domino in a demonic series leading right up to today. Reagan’s dirty wars, Iran-Contra, the murder of the Soviet Union, the Oklahoma City bombing, 9/11, & the Global War on Terror – JCIT was the finger that flicked the first tile akimbo. Before Milekowski and Begin opened JCIT’s doors on July 2nd, the world was headed toward a Palestinian state, cessation of Isra*li settlements, and a managed buyout of the USSR. By July 7, it was speeding full steam ahead the opposite way – dead-set on global holocaust, capital’s final victory over the Union, and the US and Isra*l starting a fusion dance that culminated on 9/11.32

JI had offices in New York City, DC, and Jerusalem, was funded with the “assistance [money] of the Israeli government,” and (shocker) Begin, Benzion et al. weren’t just featured speakers. In a meeting in the Presidential Suite of the King David Hotel, Begin bragged to Carter about blowing it up in 1946. “I’ve always liked the King David Hotel. You know, I blew it up once, using explosives in milk canisters.” He enjoyed the joke, smiling as he concluded, “Don’t worry, I’m not going to do it again.”
At the time Scoop was infamous for clamoring to reignite the Cold War, but we like to remember him by the neocon demons he foisted on the world: Douglas Feith. Richard Perle. Paul Wolfowitz. Elliott Abrams. John Bolton. Francis Fukuyama, if you can believe it. You know them from hits like Iran-Contra, the Gulf War, Clean Break, Iraq War 2, and the very much planned-in-advance War on Terror.
Most notorious for his 1976 B Team stunt at Poppy’s behest. Pipes made a team of neocon beancounters fudge the numbers on CIA estimates of Soviet military strength until it looked like the Reds were planning Red Dawn: The Real Game. Naturally, the US had to head them off at the pass.
The pen of evil truly is mightier than the sword – Commentary, Norm’s pride and joy, spewed neocon pablum until it transmogrified into reality and is still going strong. If that weren’t enough, his son John can’t stop bragging about Isra*l killing a whole bunch of Kennedys.

Soustelle’s the least familiar name on this list. Punches above his weight though – guy’s in DEEP. We’ll flesh out his résumé in Part 2, but just to tide you over: remember Jean-Rene Souetre? Likely JFK triggerman deported from Dallas two days later? He and Soustelle knew each other. Both were in the OAS - Organisation de l'armée secrete, former Vichysoisse fascists who fought tooth and nail to hold on to Algeria by teaming up with Isra*l to do proto-Vietnam on civilians. Honestly, this one pisses us off. Pure truth is stranger than fiction material. Netanyahu wasn’t just a Irgunist irredentist, onetime secretary for fascist Vlad Jabotinsky, and a fucking Cornell professor. He also founded the Jonathan Institute.

Right after Carter took office, he axed a joint US-Isra*li jet fighter deal brokered under Tricky Dick. Emunim was on the outs in Labor Zionism’s heyday, but it’s still Isra*l: “the outs” meant getting to order around plucky young upstart Meir Kahane on behalf of a cabal headed by Yitzhak Shamir. See the Cockburns, p. 184:
In December 1969, however, a messenger from Israel arrived to tell Kahane to cease squabbling with American blacks and to direct the JDL's violent energies at a more important target: the Soviet Union. The messenger was Geula Cohen, a denizen of the fanatical Israeli right wing, best known for her role in setting up the Gush Emunim settlers' movement. (Cohen had once withdrawn her support for Menachem Begin in his urban guerrilla days because she found his policies "too mild.")
All the more compelling since Kahane got up on onstage with Jack Ruby's BFF the next year and threatened to do just that, then did it - four times. That wasn’t the only limelight Kahane shared: in ‘72 he teamed up with a certain Cold Warrior named Scoop Jackson to gin up Richard Perle-conceived “Soviets are Holocausting their Jews!” hysteria. JCIT might have culminated in 1979, but it started here. The Cockburns, p. 183 and passim.

The violence [on] the West Bank and Gaza had intensified sharply in 1979. Two new developments were responsible. First, the Gush Emunim and other militant right-wing Zionist groups, formerly unrepresented in the Labor government, were now a part of Begin’s Likud cabinet, and they were on the offensive. They not only intended to occupy Palestinian territory but also to expand Israeli settlements permanently throughout the West Bank and Gaza Strip.
Paull’s work (written as his SFSU master’s thesis) is a minor miracle - far as we know, it’s the only in-depth examination of JCIT out there. A handful of MENA scholars invoke JCIT. Ninety percent of the time they’re paraphrasing Paull, and never chapter and verse. Had to hoof it to the brick-and-mortar library to pull the actual doc - we’ll post it up after concluding this series so no one else has to wear out any more shoe leather. Go Gators!

Two weeks before the Conference...Foreign Minister Dayan broke ranks and opposed Begin’s policy of allowing new settlements in the occupied territories. The same day, foreign ministers of the nine European Economic Community countries issued a statement in Paris “assailing Israel’s settlement policies and its stand on the Palestinians in the occupied territories.”
Bear in mind the European Economic Community was EU 1.0. In one fell swoop, Isra*l suddenly had the UK, West Germany, France, Italy, Belgium, the Netherlands, Ireland, Denmark, and Luxembourg on its ass.

[Former Congressional investigator Robert] Parry gained access to the stored records of the House Task Force. There he found clear evidence of a major cover-up, particularly with respect to Casey: “The [House Task Force] investigators learned that William Casey’s calendars, passports and travel records had been catalogued by CIA and were turned over to his family after his death in 1987. When the investigators searched Casey’s two homes, they found all the catalogued records, except Casey’s passport for 1980, a “hostages” file, two personal calendars and loose pages from a third calendar which covered the period of July 24, 1980 to December 18, 1980. Checked against CIA’s index, the only folders missing were the ones relevant to the October Surprise issue.

Haig co-ordered Operation Gladio. What was he on about again? Wait, it’ll come to us - something about terrorism...
1/29/1981 New York Times, “EXCERPTS FROM HAIG'S REMARKS AT FIRST NEWS CONFERENCE AS SECRETARY OF STATE.” As we’ll parse later on, Haig’s sentiments weren’t his own. He was cribbing from hasbarist Claire Sterling, whose propaganda magnum opus The Terror Network sourced the lion’s share of its “data” from - wait for it - JCIT.
