That back catalog doesn’t get much play, but it’s the stuff, man. Kept the terror turntables a-spinnin’. ICTS’s minor deep events didn’t net COG like 9/11, but each bagged something. Occasionally they re-upped the flagging GWOT race war. Other times, they disciplined countries having second thoughts about their role in the slaughter. No matter the vibe, ICTS was at the party. Playing in the background.
We’ll play the singles in a minute. First, peep the Victrola.
A. WE COME FROM FRANCE THE NETHERLANDS
ICTS is so bad.
The outfit’s history, personnel, and funding read like the fever dream of a NyQuil-addled Stormfront mod...but they’re real. ICTS itself - technically ICTS NV - is headquartered in the Netherlands, but it’s Dutch like Isra*lis are indigenous. For real estate purposes? Sure. But not really.
It’s also stacked with Isra*lis. Gate guards, air marshals, execs. (Make too much hay about that, or their 9/11 role, and the ADL might kill you.)
Let’s take it from the top. Introducing ICTS’s mack daddy Menachem Atzmon:
1999! What a convenient date to take over. Slotted in just prior to a certain deep event Isra*lis were up to their necks in.1
If it were any other country, Atzmon’s just-in-time-for-9/11 takeover might be a coincidence. But it isn’t any other country. It’s Isra*l:
IDF [Israel Development Fund] president Menachem Atzmon, for example, then was national treasurer of Likud. A longtime party stalwart, Atzmon was convicted in an Israeli court of campaign finance fraud in 1996 and given a suspended prison sentence of one year. ...According to IDF’s tax reports, he was replaced by IDF board member Gershon Stav, another senior Likud official. But Stav told The Jewish Week he resigned from IDF’s board in January 1994, and faxed the newspaper a copy of his resignation letter.
In an interview with The Jewish Week, Atzmon staunchly denied that any IDF money ever went to political purposes. But according to close associates of Netanyahu during this period, IDF functioned as a base and source of cash for Netanyahu while he was raising money in the U.S. for his ultimately successful 1993 primary election campaign to lead Likud.2
In layman’s terms: ICTS’s future big cheese juggled presidential duties at IDF while laundering money for the guy who invented the War on Terror. Even served time for it.
Atzmon wasn’t IDF’s only black eye. Founder and secretary-treasurer Stephen Friedman was Netanyahu’s childhood best friend. No, seriously:
Friedman rode Netanyahu’s coattails from their childhood in Philly all the way to the Isra*li political sewer, first as Likud’s US lawyer starting in 1984 (or ‘88, if you believe his version), and again in ‘89 when he opened IDF’s doors. When Friedman wasn’t too busy handing out no-show jobs, he was cashing fat checks. IDF’s patrons were as illustrious as they come - from ‘89-’92, she netted five-figure donations from Irving Moskowitz, Häagen-Dazs’s Reuben Mattus, and fateful Port Authority of New York chairman Lew Eisenberg.3
IDF and sister org the Israel Research Fund quietly exploited their tax-exempt status to launder Likud’s money for most of the 90s. It worked great until Ronald Lauder4 (yep, like Estée Lauder) auditioned to become King of the Jews,5 but neglected to mention his incestuous relationship with Netanyahu’s political machine.
It didn’t play. The New York Jewish Week exposed Ron’s intratribal double-dipping not long after. Friedman dissolved both nonprofits 9/2/97. No more no-show gig for ol’ Menachem.
Speaking of Atzmon’s job. Peep the middle right entry on his CV. Sound familiar?
It should. That’s ZIM, 9/11’s unsung hero. Now check the date - Atzmon was CEO from 1984-1986. Immediately prior to Isra*l’s first attempt to acquire the WTC complex.
Once is coincidence and twice is happenstance, right? Let’s try Door #3. Peep Atzmon’s ICTS entry:
Owner, director, & Chairman of the Board. Enemy action ahoy.
Along with his dead-as-a-doornail partner Ezra Harel, Atzmon has a sixty-five percent ownership stake in ICTS. When its business - synthetic terror and the security theater that supposedly stops it - grows,6 Menachem gets a fat check. Since he took the reins, business is better than ever.
A Global War on Terror means globalized need for “antiterror” security shops. As of 2016 ICTS had some form of operation anywhere you can shake a stick at:
ICTS has security contracts with Continental (Milan and Barcelona), Delta at Charles de Gaulle, Air Transat in Brussels, and London’s Gatwick. In all, 100-plus airlines, 50 airports, and 5000 workers, with former Mossad and Shin Bet7 well represented.8
ICTS’s European operational breadth is troubling, but their stateside operations around 9/11 are damning. Three foreign security firms shit the bed on 9/11. Two of ‘em - Huntleigh USA and Globe Aviation Services - have boocoo Isra*li connections. “Huntleigh,” like we pointed out, is just Corey Booker in security drag. They handled Logan’s overall security contract, but Globe oversaw the physical checkpoints Ali Mohamed knew backwards and forwards.9
9/11’s hellacious aftermath was salt in the wound. Naturally, the bereaved families sued. Can’t bring your loved ones back, but a little U.S. government green might dull the pain of a lost spouse. Maybe even expose the security companies’ Comedy of Errors. Right?
The whole 9/11 Victims’ Compensation Fund was on rails. It’s a testament to how complete USrael’s10 victory was that the scandal’s memory-holed - boy howdy, it is vile. The VCF was created by Congress just after 9/11. Sounds like a model of responsive government, until you read the fine print11 - to make a VCF claim, you had to waive your right to sue the airlines and World Trade Center.12 If that was too galling, sure, you could sue...but only in Manhattan.13 (Good luck with that hotel bill.)
Federal court in New York. Whose court, exactly?
1. FIAT JUSTITIA
Meet Alvin Hellerstein. Appointed by, and judge of, sexual predators.14
If one wanted a judge capable of ruling impartially on ICTS, they couldn’t do much worse than Al. If they wanted a coverup, though?
Hellerstein was the 9/11 coverup’s ironman. He walked point for a whole phalanx of ICTS- and Isra*l-connected toadies, including his own son:15
That alone would should’ve been disqualifying, but this is 9/11 we’re talking about.16 They laid it on thick. Think of the two sets of victims - people willing to bite the bullet, and the people determined to sue - as two separate towers money bags. Hellerstein and Feinie the Fixer had the first moneybag all sewn up.17 To handle the unruly stragglers18, they had to call in the big guns.1920
“Big gun” doesn’t do Skadden Arps justice. They’re more of a Howitzer: fourth-largest US law firm by revenue as of 2024.21 Post-9/11 was no different. The Howitzer used a bazooka for their cleanup job:
Sheila Birnbaum. The Queen of Torts.2223
Queen Sheila’s your worst legal nightmare. She pulled down a cool four milly the year the towers fell.24 Hellerstein appointed her in 2006. Despite the goofball title, Sheila’s role was pretty much conspirators’ government’s lawyer: settle as many cases as possible as fast as possible, without the fuss of a drawn-out trial.
Sheila batted a thousand for Team Government, settling every single case. Her Ted Williams numbers could be innocuous, if she put ‘em up honestly. Alas, Hellerstein was feeding her signs from the dugout:
The judge has repeatedly prodded Motley Rice [lawyers for 58 9/11 families] to push aggressively for settlements.
"Why aren't you settling your cases?" Hellerstein said to Migliori at a June 8 [2006] hearing in US District Court in New York.
"We're working on it," Migliori replied.
"You're not working hard enough. Ms. Birnbaum [the mediator] tells me she is getting no response from you. . . . Tell your colleagues that the judge is getting very impatient with this."
"I will," Migliori said.
"And will not put up with more delay," Hellerstein added. "There's much too much delay that has gone by and much too much work to be done in this case. I will not tolerate it."25
So on behalf of the Isra*l-representing special master, the ICTS-connected judge leaned on bereaved families’ lawyers until they cried uncle. No justice, and a piddling piece of compensation.26 Super.
“Isra*l-representing” sounds shaky. Skadden does work for Isra*l; it’s not in their employ. Right?
2. EXACTLY WHAT IT LOOKS LIKE
One woman does not a $4B law firm make. Even when she’s the Queen of Torts.
Sheila’s co-partners at Skadden Arps are a real rogue’s gallery. (Former Solicitor General Pat Fitzgerald, for one.) When it comes to Isra*l-stanning, one man stands out:
Ken Bialkin.
Bialkin’s résumé had us convinced we chugged some Stormfront mod NyQuil. His Isra*l partisanship preceded 9/11 by four decades, following his first blush with the settler colony.27 By 1979, Ken was already B’Nai B’rith28 exec committee chairman, arrogant enough to wag his finger at President Carter.29 A year later (this time in his capacity as ADL chairman) he called black leaders who met with the PLO “troublemakers.”30
Ken kept piling up Isra*l-benefiting business deals and honoraria over the decades. Spy shakedowns to: when the Pollard spy scandal first broke he gave a hedged apology, then declared damnatio memoriae three days later.31 1996, he worked the Skadden deal brokering Isra*l’s first hostile takeover.32 In ‘98, Bialkin repped one side of the merger that created 9/11 co-conspirator Citigroup.33 Even once he hit seventy, Ken maintained a revealing grandée appointment: chairman of the America-Israel Friendship League from 1996 to 2019, the year he died.34
That’s the law firm Hellerstein35 and Feinberg tapped to “assist” them in 9/11 litigation, then bullied the families on behalf of. As Isra*li as mass rape invasive pine trees.
3. POP SHOT
You get it. The 9/11 torts hitmen may as well have been named ISRAEL, INC. The question we’ve been leading you to by the nose still looms large, though:
What happened?
It’s 9/11, baby. You already know. Even if you think you don’t.
First Hellerstein dismissed the families’ objections against the legality of the VCF itself. Then he told the families of twelve fallen NYFD firefighters to kick rocks just for filing VCF claims. In 2006 Hellerstein granted New York City legal immunity; same year, he dismissed claims against ConEd and all the companies Larry Silverstein owned. By 2010 families were dropping like flies.36 Mark Bavis’s family, the final holdout, had a trial scheduled for 11/7/2011; they settled in September. Mark’s twin brother had some choice words for the old gavel-banger:
...the Bavises held out until last month, the AP reported, finally settling because they felt U.S. District Judge Alvin Hellerstein “essentially gutted the case so that the truth about what led to the events of Sept. 11, 2001, would never be told at trial...we were always going to trial,” Mike Bavis, the twin brother of Mark Bavis, told the Globe. “How that changed has everything to do with the court, the legal system and the rulings from Judge Hellerstein.”37
“Gutted the case.” What ever did Mike mean?
Exactly that, as it turns out. On May 25 and June 23 Hellerstein issued two rulings:
That’s all she wrote. ICTS, the Big Bad behind Huntleigh38, was free to go. Feinberg said Hellerstein planned the brute-force settlement strategy from the jump. If so, he executed it masterfully. Sheila took over once the Bavises caved. Naturally, all the settlements had a mandatory gag order attached.
B. AT LAST

ICTS’s B-sides all follow the same beat. Tap it on your knee in case we stray:
Terror fades.
Synthetic terrorism39 - World Trade Center 1.0. Oklahoma City. Actual 9/11. The ten thousand mini-events since - has a short shelf life. The adrenaline subsides after a few weeks, and with it the fear. Even Congressmen start growing spines.40
9/11 plus anthrax was the War on Terror’s shock and awe overture. The record started skipping that fall: by December, nobody was buying the admin’s “definitely Iraq!” narrative.4142 The war party needed a fist to bang the record cabinet, fast.
Enter Richard Reid, the shoebomber who couldn’t.
1. HE WENT WHERE?!
Poor Richard.
In a brighter timeline, the so-called shoebomber would have been remained one of life’s unfortunates. In ours, he got screwed to Hell and back.
Reid was gullible.43 Gullible enough he tried to pass through Isra*li security44 looking like he just finished shopping at Terrorists-R-Us:
When Reid’s possessions were searched, airport security found a Walkman and cassette with recordings of the Koran, as well as anti-Israeli messages. Reid also had a copy of Time magazine titled “Islam in Europe” and an issue of Newsweek with a picture of Osama Bin Laden.45 ...thirteen witnesses interviewed...had been troubled, indeed perplexed, by the personality and the behavior of Richard Reid, described as filthy, very unkempt, emotionless and not attempting to find out why he was being subjected to an inspection. He did not appear at all anxious.4647
ICTS put Reid under a spotlight as soon as he walked through the door. Reid was caught 12/22, but he actually tried to board AA63 the day before. ICTS sicced gendarmes on Reid so long he missed the flight. They had the fuzz waylay him again the next day, but made sure he got onboard.48 Insult to injury, the destitute Reid had somehow scrounged up the ducats for a fresh passport and round-trip ticket to Antigua.49
Reid was boned from the moment he boarded. Homeboy immediately got caught lighting the match, but flight attendants assumed he was trying to smoke. The Flight 93 wannabes caught on once he managed to light up his shoes.
Marshals arrested Reid once AA63 touched down (at Logan, because fuck you). He disappeared into the federal black hole and ended up at ADX Florence, where he’s serving three life sentences.
Where Reid ended up doesn’t set our Spidey-Sense atingle - where he started does. We’ll give you three guesses where that was, but you’ll only need one. (Hint: it rhymes with child murder lion.)
2. ISRAEL - NO WAIT, GAZA. AHH, SCREW IT. CAIRO IT IS!
Five months before Wile E. Coyote-ing himself into three life sentences, our itinerant beggar found the funds for a reconnaissance trip to Isra*l. Reid flew straight into Tel Aviv on El Al50 despite setting off their security red light. No big deal: they seated an air marshal next to Reid to make sure he made it keep an eye on him.51
Naturally, there were signs. Even in the pre-9/11 security environment Reid did most of his mysteriously funded traveling in, Muslims were under the microscope. In the three years before he was nabbed Reid made sojourns to Pakistan, Cairo, possibly Iran and (according to the Isra*lis) Gaza. Reid should have been on the kind of watchlist CIA got the Blind Sheikh deleted from,52 but no - he galavanted around unimpeded. Previous Oklahoma University student53 and future failed ‘hijacker’ Zacarias Moussaoui supposedly attended Reid’s Brixton mosque;54 goose egg, even though Moussaoui was on France’s shit list at the time.55
Gnarly, right? Yet Reid was still able to fly into Tel Aviv July 12th, stay there for ten days, Greyhound it to Cairo, hang out there for a week, then (at least according to his sentencing document) take the long way home via Turkey and Pakistan. No word of what he was doing there, aside from supposedly scouting out El Al’s shoe kryptonite. Pakistan should have tripped MI6’s radar in ‘01, and Turkey really should’ve - Istanbul was Patron Numero Uno for Afghan and Bosnian mooj right up until 9/11.56 Yet Reid passed to and fro unscathed.
Obvious as it is, that laundry list of suss-ness came after an alleged 2001 jaunt that should have fixed every one of GCHQ’s five eyes on Reid. From the 12/29 NYT:
On one such trip [to the Gaza Strip], according to British press reports, [Reid] may have met with Nabil abu Aukel, identified as a member of the Hamas terrorist group. Mr. Aukel was arrested in June 2000 by Israeli authorities and, in an indictment, accused of collaborating with Hamas and several Arab-Israelis on plots aimed at military and civilian targets inside Israel.
The indictment stated that Mr. Aukel, a Palestinian, had received training in explosives and chemicals at the Abu Khabab camp in Afghanistan in 1998. Israeli officials said at the time that Mr. Aukel's arrest was the first time Israel had uncovered an Al Qaeda cell inside its borders.57
See the play? Hamas is actually al-Qaeda58, al-Qaeda’s in Afghanistan, and Reid’s actually al-Qaeda too! Same pas de deux as the failed al-Qaeda-anthrax-is-actually-Iraq. All Yinon enemies are one big blob, and they all want to kill you. Glows like Simpsons plutonium.
The tell for this sort of smear job is its persistence across time. Wouldn’t you know it - a year after 9/11 Isra*l tried to connect invented dots between Hamas, al-Qaeda, and Hezbollah with a tried and true spy tactic called lying:
Palestinian security forces have arrested a group of Palestinians for collaborating with Israel and posing as operatives of Osama Bin Laden’s Al-Qaeda terrorist network, a senior official said yesterday.
The Palestinian Authority said [Mossad] has set up a fake Al-Qaeda cell in Gaza so that Prime Minister Ariel Sharon could justify Israeli attacks in Palestinian areas.
The arrests come two days after Israeli Prime Minister Ariel Sharon charged Al-Qaeda militants were operating in Gaza and in Lebanon.
Palestinian Information Minister Yasser Abed Rabbo pointed to an Israeli plot. “There are certain elements who were instructed by the Mossad to form a cell under the name of Al-Qaeda in the Gaza Strip in order to justify the assault and the military campaigns of the Israeli occupation army against Gaza.”59
Creating a fake terror cell to back up your Hamas=Hezbollah=al-Qaeda bullshit so you can reinvade two Arab nations, one of which you only pulled out of two years prior.60 Mwah. Couldn’t write it better ourselves.
3. AND...?
ICTS almost-apprehending Reid served a sly purpose: making him unforgettable. Witnesses couldn’t help but clock the filthy 6’4” man carrying a Terrorist Starter Kit. ICTS made sure of that by having cops detain and search him. Twice. Exact match for Mohammed Atta’s legendary surliness.61
The political context flipped overnight thanks to the Reid episode. Suddenly the admin was marching downfield instead of playing defense. Those military tribunals John Yoo was trying to sneak past the Senate Judiciary Committee? Super necessary.62 Very similar to how a recent embassy shooting hit the MUTE button on Isra*l bombing Lebanon and attacking European diplomats. If it ain’t broke, right?
The goose chase ended there. (Still picking bits of brick out of our teeth!) Reid - a poor, gullible small-time crook - somehow jetsetted around the world multiple times without getting rung up, and didn’t seem to care when he finally did. Almost like they were laying his legend. We’ll give Reid Senior the last word on his son’s tragic tale:
“My son is a determined boy and I can imagine him being determined enough to blow himself to bits,” [Robin Reid] said. “But I just can't believe that he would want to hurt anyone else in doing it unless, that is, he has been brainwashed.”63
The je ne sais quoi you’re feeling right now isn’t. It’s deja vu.
Harkening back to our first joint, Reid was a Jolyon patsy for the digital age - streamlined. Churned out lightning-fast by equally quick CPUs, and forgotten just as quickly.
The race war ICTS helped usher in on 9/11 supercharged MKULTRA’s recruitment pool. No more futzing the paperwork on unfortunate airmen; a whole race was declared subhuman. They could do anything they wanted, so long as they were Arab.64 Sam Huntington’s clash of civilizations spiked psyop economy of scale from thousands to millions. It culminated in ISIS.65
Reid wasn’t the first or last of this new breed. More like proof of concept. Contemporary patsies could be black, occasionally white, most often Arab; didn’t really matter. Islam was almost a race unto itself. Thanks to Reid and a hundred other nudges, the crusade was on. The empire took that episode’s lesson - when acquiescence slips, ratchet up tension - and ran with it.
They used the same trick on two more go-arounds. First to tame a restive UK. Second to teach the new president who was really in charge. Both times, ICTS was lurking in the background, marionette string akimbo.

Lauder being Netanyahu’s fairy godmother is heavy enough to make your brain collapse in on itself like a dying star. Lauder was an on-again, off-again member of the MEGA group, a coterie of mobbed-up Jewish oligarchs who spent their money creating Birthright and mentoring a young Barack Obama. Mega member, Ronald Lauder of cosmetic giant Estee Lauder, a major financial backer of Sharon, met with Sharon in September 2000, during the fragile peace process unfolding under Prime Minister Ehud Barak. Apparently these meetings set the stage for Sharon’s visits to the Islamic holy sites on the Temple Mount/al-Haram al-Sharif in Jerusalem, accompanied by armed security guards. It was seen by many as a staged provocation. The Palestinians, disillusioned by the concessions that had won them no part of the global pie, exploded that fall in the Second Intifada.
Pooch-screwing Oslo and provoking a rebellion that tars Palestinians with the same terrorist brush you’re about to use to paint the WTC red. Hell of an RoI.
We’re serious, that’s the fundraising world’s sobriquet for the chairman of the Conference of Presidents of Major American Jewish Organizations. Maybe that legendary Jewish humor isn’t done for after all.
In the twenty-two years since Harel kicked the bucket, ICTS’s market value almost tripled, from $33M to $80.83M.

Ken Feinberg, What is life worth?: the unprecedented effort to compensate the victims of 9/11, p. 40:
...since those who filed a claim waived their right to sue the airlines and the World Trade Center, this decision concerning who had the right to file and who received the award had critically important implications.
This book’s by Ken Feinberg, the VCF Special Master in charge of deciding where the money went. He also served that function in the Deepwater Horizon settlement fund, Archdiocese of New York child rape fund, Agent Orange settlement, Newtown and Aurora mass shooting funds, and Jerry Sandusky settlement. Just quoting him feels oogy.

those 9/1 1 families determined to sue the airlines could do so, but only in federal court in New York City, not in their hometowns before sympathetic judges and juries. Families who lost loved ones at the Pentagon or in Shanksville...would now have to travel to New York to pursue their lawsuits.
